President Obama signs Executive Order establishing the President's Global Development Council

President Obama signed an Executive Order establishing the President's Global Development Council.  According to a White House fact sheet, the Council will be administered by the U.S. Agency for International Development (USAID) and "will inform and provide advice to the President and other senior U.S. officials on U.S. global development policies and practices, support new and existing public-private partnerships, and increase awareness and action in support of development by soliciting public input on current and emerging issues in the field of global development."

Resolution concerning the anniversary of the Haiti earthquake introduced in Senate

The Senate passed by unanimous consent a resolution (S.Res. 368) introduced by Senator Bill Nelson "recognizing the anniversary of the tragic earthquake in Haiti on January 12, 2010, honoring those who lost their lives in that earthquake, and expressing continued solidarity with the people of Haiti." In addition to reaffirming the Senate's support of reconstruction efforts, the resolution encourages the U.S. Government, the Government of Haiti, and international donors "to develop, improve, and scale-up communications and participatory mechanisms to more substantially involve civil society in Haiti at all stages of the cholera and post-earthquake responses."

Resolutions concerning gender-based violence introduced in House and Senate

Representative Frederica Wilson (D-FL, 17th) and Senator Kristen Gillibrand (D-NY) introduced companion resolutions (H.Res. 521 and S.Res. 352) stating that the United States and the Government of Haiti should work together to address, including through the provision of medical care, gender-based violence (GBV) against women and children. Representative Wilson also issued a press release about the resolution.

Secretary Sebelius discusses HHS's role in global health and its new global health strategy

At a Kaiser Family Foundation event Secretary of Health and Human Services (HHS) Kathleen Sebelius provided introductory remarks on the role of HHS in global health and its recently released global health strategy. Secretary Sebelius' comments were followed by a panel discussion that included representatives from the HHS Office of Global Affairs (OGA), State Department, United States Agency for International Development (USAID), Institute of Medicine (IOM), CARE, and the Kaiser Family Foundation.

The Congressional Research Service (CRS) released a report titled "U.S. Response to the Global Threat of Tuberculosis: Basic Facts". According to the report summary, "[t]his report outlines basic facts related to global TB, including characteristics of the epidemic and U.S. legislation, programs, funding, and partnerships related to the global response to TB."

"Microfinance and Microenterprise Enhancement Act of 2011" introduced in Congress includes health components

Senators Michael Bennet (D-CO) and John Boozman (R-AR) introduced the "Microfinance and Microenterprise Enhancement Act of 2011" (S. 2027). Among other things, the bill states that the microfinance and microenterprise development programs implemented by the United States Agency for International Development (USAID) should incorporate strategies that address both financial and non-financial needs including health and nutrition needs.

"White House Conference on Haiti Act of 2011" introduced in Congress

Representative Alcee Hastings (D-FL, 23rd) introduced the "White House Conference on Haiti Act of 2011" (H.R. 3711). The proposed bill establishes a “White House Conference on Haiti” that will, among other things, “identify gaps or duplication in the provision of humanitarian assistance . . . highlight innovative ideas for sustainable rebuilding and redevelopment in Haiti . . . [and] share best practices in development assistance in Haiti and in nations facing similar challenges.” Representative also issued a press release about the legislation.
