Summary
According to a press release provided by Senator Coburn, the proposed bill would make the following changes to the President's Emergency Plan for AIDS Relief (PEPFAR):
- Requires 75% of funding be allocated for treatment purposes and sets a 5-year target to treat 5 million people for HIV/AIDS by 2013;
- Limits treatment funding for grantees to $500 per patient per year;
- Restricts grantee administrative overhead costs to 10% of total expenditures;
- Requires 5% of PEPFAR funding be set aside for the ramp up of HIV diagnosis, sets a 3-year target to conduct 1 billion rapid diagnosis test by 2013, and requires 25% of this funding be set aside to assist countries implement universal, opt-out rapid HIV testing; and
- Sets a target of reducing to zero the number of children born with HIV by working towards screening 100% of pregnant women and newborns.
